Forum on Environment and Development (FED) is a nation-wide summit on promoting sustainable development strategy and achieving national objectives on environment and development, which is hosted by the Ministry of Environmental Protection(MEP), and organized by ACEF once a year. In light of China’s priorities and hot issues in environmental protection, ACEF has convened 7 sessions of FED successfully on seven different themes. These meetings produced a series of policy recommendations, which were submitted to the Chinese Government, and supported by all sectors of society, resulting in widespread influence on environmental protection and sustainable development at home and abroad. Since its inauguration, the Chinese government has attached great importance to CIFED, and state leaders have participated in every session, including Mr. Zeng Peiyan, former Vice Premier, Mr. Zhou Tienong and Ms. Zhang Rongming, Vice Chairpersons of Chinese People’s Political Consultative Conference (CPPCC), Ms. Gu Xiulian, former Vice Chairperson of the Standing Committee of the National People’s Congress (NPC), Mr. Song Jian, former State Councilor and CPPCC Vice Chairman and Chairman of ACEF. Foreign officials such as Mr. Khalid Malik, Resident Representative of the United Nations Development Programme (UNDP) and Resident Coordinator of the United Nations System's Operational Activities for Development, and Mr. Klaus Töpfer, former Executive Director of the United Nations Environment Program (UNEP) have also attended and made speeches. Leaders from relative ministries such as MEP, the National Development and Reform Commission, the Ministry of Construction, the Ministry of Water Resources, the Ministry of Science and Technology, the Ministry of Agriculture, the State Forestry Administration, officials from provinces, autonomous regions, municipalities directly under the Central Government have also been present and made speeches. Well-known scholars and experts from home and abroad, representatives from international organizations, foreign embassies, influential NGOs, Chinese and foreign enterprises have attended the previous sessions of FED and discussed together on key environment and development issues, and provided policy recommendations. Hundreds of international and domestic media have covered these forums, producing positive social impact. A BRIEF HISTORY FED 1: Its theme was “China’s environmental strategies”, which produced a document on recommendations entitled “Improving Environmental Legislation and Strengthening Environmental Legal Assistance”, which was accepted by the central government and included into “the Decision of the State Council on Implementing Scientific Concept of Development and Strengthening Environmental Protection”. FED 2: Its theme was “building an environment-friendly society”, which deepened the understanding of the public on building an environment-friendly society, and was a concrete action in promoting the building of an environment-friendly society. FED 3: Its theme was “Water: Lifeline for China’s Sustainable Development in 21st Century - Urgency for Preventing Water Pollution”, which discussed about urgency of water pollution prevention and control, and major problems in water in China, and put forward relevant policy recommendations on addressing these problems. FED 4: Its theme was "paying attention to climate change, promoting energy saving and emission reduction, preventing air pollution, and enhancing international cooperation". FED 5: Its theme was "enhancing ecological civilization and promoting green economy". FED 6: Its theme was “promoting pollution control and carbon emission reduction, exploring new ways of environmental protection”. FED 7: Its theme was "explore new concept and measures on realization environmental objectives and tasks for the 12th Five-year Plan".
